My mom used a green scrub pad on her car to get bugs off so how now can I fix the scratches?

Well, I haven't seen the car yet myself but she says there are several spots on the front, on the side and the whole top of the trunk where the paint has been marred ie scratched a lot due to her using a green kitchen scrub pad on the car in an attempt to remove the bugs and tree sap. Its a 2008 Honda Accord. Is this a repair I can do myself or does it need to go get repainted? I do enjoy detailing my own suv and though I do not own a high speed polisher/ buffer I am looking to buy probably the porter cable one on the blackfire site. Im uming I will need one for a project like this correct?.. or is there some type of coarse polish out there that can amend this mistake and allow me to do it by hand. I want to fix this problem but also do it as economically as possible too. Any advice will be greatly appreciated. Thanks!
