Who do I contact to complain about the emergency broadcast system setup?

I have no problem with the tests themselves, I just hate it when they blast out every two to three minutes when I am trying to watch tv. They do this so often, that I have trouble watching my programs. They seem to do it every night between 1:00am and 3:00am. That is not a monthly test, it is a nightly nightmare!
