Council Tax in the UK is totally unsustainable?

Will all you "Answerer's" please keep plugging at this shambolic system, and then perhaps the "pea brained morons" that condone this system will take notice, I don't profess to have the best answer but I remember having a holiday in Canada 15 yrs. ago, and on returnig to the UK I had a cheque refund for $50.00, from what I had contributed to their "local income tax", yet the idiots in government say that system cannot work here! no matter what inflation is the council put on their own inflation figure, up till four years ago it was rising in double figures, "AND THEY DEMAND IT" what other buisness are allowed to demand something which they have not yet sold
