I would like to import a nissan skyline r33, im told the government has to know, and can someone help me out?

ok, this is my dream car, i have been looking around the us but i cant find one for under 10k, then i was told by a friend to check out japan for exporting, and i did, and i found them for 2-8k, and i was also told that i have to tell the government and get it tested by the EPA, and can someone tell me exactly what has to be done and what forms should be filled out, thank you.
